Undoing real estate development is the motive behind a kidnapping.
While technology was never mentioned, the episode did have a mechanically operated dragon.

Unanswered questions of curiosity
Daphne is kidnapped, again. The crime will go unpunished.
Isn’t Mammoth shutting down anyway? Fairchild’s career is over as quick as it started.
Not a terrible episode, “Sandy Duncan’s Jekyll and Hyde”, steals many elements from several Scooby episodes. It has several “villains” but alas, no Dr. Jekyll. It recycles and will recycle many elements in future episodes of the series as well.
